kiosk: State of the Arthouse (2010)

State of the art house

In February 2009 a new and fresh German filmmagazine appeared, based in Berlin, named “Cargo. Film, Medien, Kultur”. In the sixth edition, Summer 2010, the opening articles were dedicated to the state of the art house in Germany.
In short: the situation is devastating. The German film market is dominated by Hollywood fare and the national production, which profits from governance support. But the European art cinema, the American Independants and the wide choice of world cinema is very marginal, on the verge of oblivion. On this side, no profits are to be seen or to be expected. This observation is based by facts and is acknowledged by several domestic experts.
What is the deeper cause of this? The author of the article observes that a cinephile film culture is lost (just like Susan Sontag stated in 1995). The new generation is less devoted to authors or eager to discover exotic cinematic quality, they choose their diet of movies by other (thematic) standards.
Question 1: is this true?
Question 2: How is the situation in The Netherlands?

For the situation in Flanders in 2007-2008 we can refer to a series of interviews with filmprogrammers, published in the magazine Filmmagie:
